We filed 5 FOIA requests. Arlington County responded in two batches — March 10 and March 20, 2026 — returning 159 documents totaling nearly 1,200 pages of internal emails, financial models, staffing rosters, work orders, and facility data. We're releasing everything and asking the community to help us find what we've missed.

The $969K Question

DPR told the Board that closing Barcroft saves $969,542. We tried to build that number from their own data. There's a $375K gap in expenses and $121K in mystery revenue that 1,300 pages of FOIA records can't explain. DES confirmed they never validated the savings.

The GWU Revenue They Left Out

GW's NCAA gymnastics team was paying $75K–$88K/year to practice at Barcroft, furnishing free equipment, and offering coaching support. DPR excluded all of it from the savings calculation. Rudolph flagged the omission herself. Staff dismissed it.

Severance letters sent before the Board voted. Confidential pre-announcement briefings with "do not forward" instructions. Messaging directives to always say "proposal" while internal actions treated it as done. The FOIA timeline tells the story.

$33K to Maintain a Building They Want to Close

177 work orders in FY 2025. All routine. All completed. $33,211 total. Zero deferred maintenance. Meanwhile, Aurora Hills costs more to maintain and isn't being closed. The facility condition argument doesn't hold up.

The 2015 Promise DPR Broke

The Board directed DPR to study alternatives to County-operated gymnastics. The Phase II analysis was mandated. It was never completed. Eleven years later, DPR jumped straight to elimination without doing the work the Board ordered.
