Why This Was Never Tested
DPR never asked families if they'd pay more. Never communicated cost recovery goals. Never conducted any outreach to the community about program sustainability. The last discussion with the Arlington Aerials Parents Association was over 2 years ago. A 15% fee increase closes the gap to 85%. Families already said yes. DPR never asked.
