What DPR Never Tested

A 15% fee increase — which families have already indicated they'd support — closes the cost recovery gap to approximately 85%. DPR never asked families if they'd pay more. Never communicated cost recovery goals. The last substantive discussion with the parent organization (AAPA) was over 2 years ago.

The Bottom Line

DPR chose elimination without ever testing the simplest solution: asking families to pay more. They said yes before anyone asked.
